JOB DESCRIPTION

GENERAL PURPOSE:

The City Manager is the chief administrative officer of the City, responsible for overseeing daily operations and staff.

SUPERVISION RECEIVED:

The City Manager is supervised by the Mayor and reports to the Mayor and City Council.

SUPERVISION EXERCISED:

The City Manager oversees all City staff and provides direct supervision to the Citys Department Heads, City Attorney and Human Resources.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics.   1. Performs a variety of professional, municipal, administrative and managerial duties related to directing, organizing and leading the processes necessary to carry out the efficient and economic operation of the City. Leads the overall administration and operations of the City, ensuring effective coordination of planning-related matters, working with City staff and external agencies as needed.
  2. Serves as the Ivins City Manager and is responsible to the Mayor and City Council for the proper administration of city planning and administration of departments, offices and agencies of the City.
  3. Faithfully executes and enforces all applicable laws, ordinances, rules and regulations, and sees that all franchises, leases, permits, contracts, licenses and privileges granted by the municipality are observed.
  4. Leads personnel, assists, and advises department directors and employees through their respective department heads. Plans and evaluates staff performance, establishes performance requirements and personal development targets, regularly monitors performance, and provides coaching for performance improvement and development. Monitors human resource management processes related to advancement, discipline, and discharge; evaluates performance; determines priorities and delegates assignments.
  5. Cultivates and preserves a culture of collaboration and team spirit that focuses staff on advancing the goals and strategies defined in the General Plan.
  6. Provides leadership and works with the management team to develop and retain highly competent, public service-oriented staff through selection, compensation, training, and day-to-day management practices to ensure staff are working together.
  7. Conducts administrative steps related to supporting the General Plan, ensuring all City ordinances align with the General Plans direction and updating as needed to safeguard the future of the City.
  8. Working with the Finance Director, helps direct the Citys financial strategy and participates in the preparation and administration of the Citys budget in accordance with state laws, as well as monthly financial reports to City Council, ensuring management of all expenditures are in accordance with state law and City policy.
  9. Recommends to the City Council measures and ordinances necessary for the efficient management of the Citys administration and implements the policies and programs established by the City Council.
  10. Evaluates and implements the necessary administrative reorganization of offices or positions as indicated in the interest of efficient, effective and economical conduct of City business.
  11. Prepares strategic oversight for land use and development policies with an emphasis on preserving scenic viewsheds, protecting the region's sensitive ecosystems, and ensuring development harmonizes with the natural environment.
  12. Participates in Technical Review Committee meetings and other land use committee meetings as needed.
  13. Works with the City Council to establish priorities for the state legislative sessions and serves as the City representative, communicating with federal, state and local officials and legislators to present the Citys viewpoint on pending and administrative legislative actions.
  14. Prepares and presents written and oral reports to public bodies and external agencies to communicate City priorities, including summarizing planning-related recommendations developed by staff or consultants.
  15. Engages the community through surveys and town hall meetings as needed to gather feedback to refine the General Plan.
  16. Investigates complaints related to matters concerning administration or general community development work.
  17. Oversees public buildings, parks and other public properties under the control and jurisdiction of the City.
  18. Notifies the City Council of any emergency that may arise in the City.
  19. Attends all City Council meetings, and takes part in discussions, recommends matters for adoption, and offers informational updates.
  20. Supports neighborhood planning efforts with technical support, recommendations, and data gathering, ensuring that appropriate expertise and strategies are in place to support the General Plan.
  21. Anticipates and manages the Citys growing role as a resort destination while balancing tourism-related development with infrastructure demands, the environment, and community character.
  22. Develops proposals for action on current and future City needs and recommends long-range plans for City services and programs.
  23. Participates in professional and community organizations on behalf of the City to maintain good working relationships with outside organizations and key community constituencies.

QUALIFICATIONS:

Special Qualifications

  1. Must reside within 30 miles of Ivins City limits.
  2. If relocation is required, it should be completed within six (6) months from date of hire.
  3. Full-time in-person, in-office position. This is not a remote work position.

Education and Experience

  1. Bachelors Degree in a related field from an accredited college or university, preferably in business administration or organizational management. Familiarity with municipal planning processes is beneficial.
  2. Masters degree or equivalent experience in public or municipal administration is preferred.
  3. Five (5) years of minimum, progressively responsible, full-time employment in the area related to city/municipal government or public administration. Experience working with planning issues or the development review process is a plus.
  4. Certification in public administration, project management, or planning-related fields is favorable.

Knowledge:

  1. Thorough knowledge of principles, practices and strategies involved in the administration of a municipal organization, including current public administration practices, budgeting, intergovernmental coordination, and general familiarity with land use principles.
  2. Thorough knowledge of management theory, methods, and practices, including human resources management.
  3. Knowledge of state laws as they apply to city management practices.
  4. Municipal and fiscal accounting principles, practices and procedures.
  5. Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.
  6. Awareness of best practices in civic engagement, water policy and sustainability at the municipal level.
  7. Understanding of Municipal Insurance and Employee Benefits programs.
  8. Knowledge of the proper use of computers and other office machines.
  9. Knowledge of and proficiency in using Microsoft Word and Microsoft Excel.
